Savage or Sensible: Going to HR About a Do Nothing Co-worker

He received this message on our Facebook page...

"How's this for savage or sensible? One of my co-workers is a complete waste of space. They work MAYBE half the day. Their lunch hour tends to be a lunch two hours. Even when they're in the office half the time I see them screwing around on Facebook. I've mentioned something to my manager, but they really haven't done anything. Would it be savage or sensible for me to go directly to HR? It's not fair for the rest of us that we have to pick up the slack for this person."
