Trump Rolls Out 3-Phase Plan for Governors to "Open Up America Again"

 President Donald Trump revealed a road map for state gave governors to begin restoring normal business and civil activity, the AP reports. Trump made the remarks at his daily virus press conference on Thursday, describing the plan as, “a phased and deliberate approach." “We’re starting our life again,” Trump said, adding that it will be "a gradual process.” The new guidelines are aimed at easing restrictions in areas with low transmission of the coronavirus, while holding the line in harder-hit locations, and made clear that it will take much longer than Trump had envisioned. He also told governors, “You’re going to call your own shots.” Phase one of the plan recommends strict social distancing for all people in public, discourages nonessential travel, and limits of gatherings larger than 10 people. In phase two, some travel could resume, while social distancing remains, and gatherings limited to 50 people or less. Phase three envisions a return to normalcy for most Americans, with a focus on identification and isolation of any new infections. Trump said he believed some areas of the country were ready for Phase 3 now, but didn't mention them. Governors were guardedly optimistic about the plan, but most warned that testing capacity would need to be considerably ramped up before restrictions could be safely lifted. Trump ally Jim Justice of West Virginia, said, “All would be forgotten very quickly if we moved into a stage quicker than we should, and then we got into a situation where we had people dying like flies."
